This is a particularly vulnerable population, which must be given special protection. Increase of juvenile crime always implies a deeper problem in the society and requires working to eliminate the cause. Juvenile delinquency is constantly increasing, and the legal systems are struggling to ensure proper socialization for juveniles. This is most often without much success.
