KAJIAN KEBIJAKAN IZIN USAHA INDUSTRI DI KABUPATEN MUARA ENIM PROVINSI SUMATERA SELATAN

ABSTRAK Skripsi ini membahas tentang fenomena yang berkaitan dengan faktor yang melatarbelakangi kebijakan izin usaha industry serta aktor-aktor yang terlibat dalam proses perumusan kebijakan yang telah di sebutkan sebelumnya. Penelitian ini bertujuan untuk melihat latar belakang kebijakan izin usaha industri kedua untuk mengetahui peran aktor-aktor dalam perumusan kebijakan izin usaha industri. Tulisan ini menguraikan dan mendiskusikan bagaimana latarbelakang dari kabijakan suatu izin usaha industri dan keterlibatab aktor-aktor dalam perumusan kebijakan dalam terkait dalam proses pembuatan kebijakan dengan upaya dalam melaksanakan suatu izin usaha yang dilakukan setiap perusahaan, agar terciptanya kebijakan yang dapat diterima oleh masyarakat. Metode Penelitian yang digunakan dalam skripsi ini adalah metedologi kualitatif melalui Deskriftif, menganalisis, menyelidiki, memahami dan meneliti suatu masalah telah terjadi dengan tujuan untuk memberikan gambaran mendalam dengan permasalahan objek penelitian. Hasil penelitian ini menunjukan bahwa faktor yang metarbelakangi terbentuknya kebijakan izin usaha industri Kontribusi sektor industri terhadap ekspansi ekonomi Indonesia menyoroti betapa mendesaknya sektor ini untuk mengatasi masalah pengangguran dan kemiskinan di negara ini. Sektor industri dibedakan oleh kapasitasnya untuk menyerap pekerjaan dan oleh hubungannya yang erat dengan industri lain. Proses pengembangan kegiatan industri akan berdampak pada sektor lain dan perekonomian secara keseluruhan, atau yang dikenal sebagai multiplier impact, yaitu satu hal yang intensif. Dan aktor-aktor yang berperan dalam perumusan kebijakan izin usaha industri merupakan penentu isi kebijakan dan pemberi warna dinamika tahap-tahap proses kebijakan di antaranya DPRD Kabupaten Muara Enim, Bupati Kabupaten Muara Enim, Staf ahli Hukum, Bappeda, Dpm-ptsp, Dinas Perizinan Dan Perdagangan, Tokoh Masyarakat. Kata Kunci : Kebijakan, Izin usaha Industri, Kabupaten Muara Enim ABSTRACT discusses the phenomena related to the underlying factors and the actors involved in the policy formulation process mentioned earlier. This study aims to see the background of the second industrial business license policy to determine the role of actors in the formulation of This thesis industrial business license policies. This paper describes and discusses how the background of the policy of an industrial business license and the involvement of actors in policy formulation related to the policy-making process with efforts to implement a business license carried out by each company, in order to create policies that are acceptable to the public. The research method used in this thesis is a qualitative methodology through descriptive, analyzing, investigating, understanding and researching a problem that has occurred with the aim of providing an in-depth picture of the problem of the object of research. The results of this study indicate that the factors behind the formation of industrial business license policies. The contribution of the industrial sector to Indonesia's economic expansion highlights the urgency of this sector to overcome the problems of unemployment and poverty in this country. The industrial sector is distinguished by its capacity to absorb jobs and by its close relationship with other industries. The process of developing industrial activities will have an impact on other sectors and the economy as a whole, or what is known as a multiplier impact, which is an intensive one. And the actors who play a role in the formulation of industrial business license policies are the determinants of policy content and give color to the dynamics of the stages of the policy process including the Muara Enim Regency DPRD, Muara Enim Regency Regent, Legal Expert Staff, Bappeda, Dpm-PTSP, Licensing Service and Trade, Community Leaders.
