For years, Algerian public organisations have shown many dysfunctions. In this context, management methods used in the private sector were gradually transposed to the public sector, which was considered inefficient, rigid and costly, thus contributing to the emergence of the "new public management" or "new public management". It is under the impulse of the new public management (NPM) that reflections have been launched on the introduction of the concept and methods of performance management within the public sector. In Algeria, public sector performance has been enshrined in the Organic Law on Finance Laws No. 18-15 of 2 September 2018
