Children in special education too frequently are exposed to second-rate academic programs and inferior curriculums when compared to children in regular education. As a direct consequence, they show poor results on state examinations and are ill-prepared for future academic and workplace success. This article proposes rigorous ELITE Schools (Everyone Learning with Information Technology) as one remedy to transform schooling for children in special education, particularly institutionally-placed foster care children--many of whom are minority youths--in residential public and private settings. ELITE Schools are described, compared with other school reform models and advocated for children placed at risk of school and work failure. Suggestive academic results of an ELITE Schools pilot project at a residential school for children in foster care are included.
