One of the most important elements affecting the performance of the leaders and administrators and his behavior in dealing with employees; is the morals that he holds and the principles that he believes. It is considered one of the most important elements for the sustainability of an organizations because of the absolute sensitivity of human resources and desires that must be achieved in order to achieve the best efficiency in performance and long-term stability. This study came to address an issue of paramount importance in society and the organizational environment. I used the descriptive approach, which is based on a scientific description of the phenomenon under study, using the method of content analysis, and based on the accurate description of written texts and scientific sources, in order to extracting ethical rules and principles for leaders and administrators. The topic is of importance at the present time in light of the competition between organizations, and the attempt to enhance organizational culture, and competitive advantage among them to create a kind of distinction, and build the trust of customers and stakeholders. The results of the study were numeral of ethics that leaders and managers should obey in order to win the loyalty of employees and achieve efficiency in performance. The study showed the most important sources from which the leader and manager derive his ethics and principles. Finally, some recommendations were made to improve the work environment and organizational culture in the light of the results of the study. Conducting more studies such as a prospective comparative study between the Gulf countries and other Arab countries to find out the differences. It also recommended a comparative study between Islamic countries and Western countries to identify the differences between them and the Islamic culture.
